וַיֹּ֣אמֶר שְׁלֹמֹ֣ה לְכָל־יִשְׂרָאֵ֡ל לְשָׂרֵי֩ הָאֲלָפִ֨ים וְהַמֵּא֜וֹת וְלַשֹּֽׁפְטִ֗ים וּלְכֹ֛ל נָשִׂ֥יא לְכָל־יִשְׂרָאֵ֖ל רָאשֵׁ֥י הָאָבֽוֹת׃
Und Salomo sprach zu ganz Israel, zu den Hauptleuten von Tausenden und Hunderten und zu den Richtern und zu jedem Fürsten in ganz Israel, den Häuptern der Väter'Häuser.

And Solomon said to all Israel And who were those referred to as “all Israel”? They were the leaders of the thousands, as it is written (I Chron. 28:1): “And David assembled all the leaders of Israel.” And what did he say to them? That they should come with him to the high place that was in Gibeon.
