אֲנִ֧י יְהוָ֛ה קְרָאתִ֥יךָֽ בְצֶ֖דֶק וְאַחְזֵ֣ק בְּיָדֶ֑ךָ וְאֶצָּרְךָ֗ וְאֶתֶּנְךָ֛ לִבְרִ֥ית עָ֖ם לְא֥וֹר גּוֹיִֽם׃
I the LORD have called thee in righteousness, And have taken hold of thy hand, And kept thee, and set thee for a covenant of the people, For a light of the nations;
Ibn Ezra on Isaiah
I, the Lord, have called thee, etc. The Lord in these words addresses the prophet upon his own concerns.

and I formed you Heb. וְאֶצָּרְךָ. When I formed you (כְּשֶׁיְצַרְתִּיךָ), this was My thought, that you return My people to My covenant and to enlighten them.
