וְהֶחֱרִ֣ים יְהוָ֗ה אֵ֚ת לְשׁ֣וֹן יָם־מִצְרַ֔יִם וְהֵנִ֥יף יָד֛וֹ עַל־הַנָּהָ֖ר בַּעְיָ֣ם רוּח֑וֹ וְהִכָּ֙הוּ֙ לְשִׁבְעָ֣ה נְחָלִ֔ים וְהִדְרִ֖יךְ בַּנְּעָלִֽים׃

And the LORD will utterly destroy the tongue of the Egyptian sea; And with His scorching wind will He shake His hand over the River, And will smite it into seven streams, And cause men to march over dry-shod.

Rashi on Isaiah

And...shall dry up [lit. shall cut off] to dry it, so that the exiles of Israel will pass through it from Egypt.

Ibn Ezra on Isaiah

והחרים And shall utterly destroy. Comp. חרם doomed to destruction (Lev. 27:29). The Israelites shall then cross upon dry land, and the sea shall not hinder them by rapidly returning to its bed.
