Deuteronomy 1:26 Halakhah

וְלֹ֥א אֲבִיתֶ֖ם לַעֲלֹ֑ת וַתַּמְר֕וּ אֶת־פִּ֥י יְהוָ֖ה אֱלֹהֵיכֶֽם׃

Yet ye would not go up, but rebelled against the commandment of the LORD your God;
