עִם־מְ֭לָכִים וְיֹ֣עֲצֵי אָ֑רֶץ הַבֹּנִ֖ים חֳרָב֣וֹת לָֽמוֹ׃

With kings and counsellors of the earth, Who built up waste places for themselves;
