Musar for Leviticus 23:14

וְלֶחֶם֩ וְקָלִ֨י וְכַרְמֶ֜ל לֹ֣א תֹֽאכְל֗וּ עַד־עֶ֙צֶם֙ הַיּ֣וֹם הַזֶּ֔ה עַ֚ד הֲבִ֣יאֲכֶ֔ם אֶת־קָרְבַּ֖ן אֱלֹהֵיכֶ֑ם חֻקַּ֤ת עוֹלָם֙ לְדֹרֹ֣תֵיכֶ֔ם בְּכֹ֖ל מֹשְׁבֹֽתֵיכֶֽם׃ (ס)

And ye shall eat neither bread, nor parched corn, nor fresh ears, until this selfsame day, until ye have brought the offering of your God; it is a statute for ever throughout your generations in all your dwellings.

Shaarei Teshuvah

“And you shall eat no bread or parched grain or fresh ears until that very day” (Leviticus 23:14). And [until the day it becomes permitted], the new grain is forbidden by the Torah also outside of the Land.
