Jeremiah 18:9 Targum

וְרֶ֣גַע אֲדַבֵּ֔ר עַל־גּ֖וֹי וְעַל־מַמְלָכָ֑ה לִבְנֹ֖ת וְלִנְטֹֽעַ׃

And at one instant I may speak concerning a nation, and concerning a kingdom, to build and to plant it;
