וְהֵנִיף֩ אוֹתָ֨ם הַכֹּהֵ֥ן ׀ תְּנוּפָה֮ לִפְנֵ֣י יְהוָה֒ קֹ֤דֶשׁ הוּא֙ לַכֹּהֵ֔ן עַ֚ל חֲזֵ֣ה הַתְּנוּפָ֔ה וְעַ֖ל שׁ֣וֹק הַתְּרוּמָ֑ה וְאַחַ֛ר יִשְׁתֶּ֥ה הַנָּזִ֖יר יָֽיִן׃
Y el sacerdote mecerá aquello, ofrenda agitada delante de SEÑOR; lo cual será cosa santa del sacerdote, á más del pecho mecido y de la espaldilla separada: y después podrá beber vino el Nazareo.

The loaf. The word הוא (it) which normally refers to a single item, refers to what was waved, as dictated by the context. Thus it refers to the three items and הוא is in place of הם (they).
