And he shall spread out his hands (וּפֵרַשׂ) He shall break his hands and his arms by clapping his hands in weeping.

And he shall spread forth. The Lord shall spread forth. In the midst of them. In the midst of Moab.

the swimmer (הַשׂחֶה) the one who floats upon the water.
