חבקוק ג:ג קבלה: Or Neerav

The intention is rather [to indicate] that Habakkuk the prophet is “one who removes himself from the affairs of the world.” Those [of his] prophecies which dealt with the affairs of the world were written prior to this prophecy. [Thus] the matter of the righteous to whom evil befalls and the wicked to whom good befalls was difficult for him.⁹Cf. Hab. 1:4. Thus also [he dealt with] the mores of this world, which are the portions of the Torah that deal with worldly concerns.¹⁰Hab. 2:4 ff. After all this, the prophet left these concerns and spoke of matters concerning [the Account of] the Chariot. (Thus he] said, God is coming from Teman…it is a brilliant light (Hab. 3:3-4).
