כָּל־יְמֵי֙ נֶ֣דֶר נִזְר֔וֹ תַּ֖עַר לֹא־יַעֲבֹ֣ר עַל־רֹאשׁ֑וֹ עַד־מְלֹ֨את הַיָּמִ֜ם אֲשֶׁר־יַזִּ֤יר לַיהוָה֙ קָדֹ֣שׁ יִהְיֶ֔ה גַּדֵּ֥ל פֶּ֖רַע שְׂעַ֥ר רֹאשֽׁוֹ׃
Per tutti i giorni del suo voto di Naziriteship non ci sarà nessun rasoio sulla sua testa; finché i giorni non saranno compiuti, in cui si consacra all'Eterno, sarà santo, lascerà che le ciocche dei suoi capelli si allunghino.

קדש יהיה means HOLY SHALL IT (not “he”) BE viz., his hair shall be holy. inasmuch as he must let grow freely the hair of his head (lit., so as to let grow the over-growth, פרע, of the hair of his head) (Sifrei Bamidbar 25; Taanit 4a).

תער לא יעבור על ראשו, by not coiffing his hair through trimming it to certain shapes, he automatically abandons all manner of preening himself.

Siftei Chakhamim
[His] hair. Meaning that the word “sacred” does not refer to his body, rather to his hair. Rashi’s proof is that the phrase preceding “he shall be sacred” refers to the hair as it writes “he shall not pass a razor over his head” and then the Torah writes “he shall be sacred.” Similarly the verse writes “he shall let the hair of his head grow long” which refers to the hair, and the word “sacred” is written in between, meaning that it apparently also refers to the hair.
