Torah Temimah

"And when the days of her purification are fulfilled": It was taught in a baraita: On the day that [the period] is fulfilled, she brings [an offering]; within [the period of] fulfillment, she does not bring.42If she miscarried again on the day of fulfillment for a male—that is, on the forty-first day for a male or the eighty-first day for a female—such as if she became pregnant after the days of impurity or if one child was delayed after another as written above in note 41—she brings two offerings. But for the one she gave birth to within [the period of] fulfillment, she does not bring, as will be explained in the next section in the exposition "This is the law of the one who gives birth"—the Torah multiplied [the obligation] to cover several births she has within the days of childbirth, for which she brings one offering and may eat of holy things, and the others are not obligatory upon her. One might think she does not bring [an offering] for a birth before fulfillment, but she does bring for a birth after fulfillment and is exempt from both. For if she gave birth within eighty [days] and after eighty days passed she again gave birth to a female within the eighty [days] of the second, one might think she brings an offering for the first and for the third since it is after the fulfillment of the first. Scripture teaches "and when the days of her purification are fulfilled"—on the day of fulfillment she brings, within fulfillment she does not bring. For the language "and when fulfilled" implies that whenever she gave birth on the day of fulfillment, at a time when it is appropriate to bring an offering, she is obligated in an offering for both of them; but within fulfillment she does not bring, and this one, since she is within the fulfillment of the second, she does not bring.¶

Rav Hirsch

Chizkuni

תביא כבש, “she is to bring a sheep as an offering;” when his students asked Rabbi Shimon why the mother of the baby has to bring an offering, he answered them that it was because during the contractions preceding her giving birth she swore not again to have marital intercourse with her husband which was the reason for the pain she had to endure. This was an inappropriate oath for which she as to atone.
