Rashi

אפס כי לא יהיה בך אביון HOWBEIT THERE SHALL BE NO NEEDY AMONG YOU — But further on (v. 11) it states, “For the needy shall never cease out of the land”! But the explanation is: When you do the will of the Omnipresent the needy will be amongst the others and not amongst you, if, however, you do not the will of the Omnipresent, the needy will be amongst you (Sifrei Devarim 114:1).

Bekhor Shor

However, there should be no needy among you. If you observe the shemitah (Sabbatical year) and yovel (Jubilee year), for the needy who have sold themselves and their daughters would return in the shemitah year, and if they have a debt, it is remitted. In the yovel year, their inheritances and properties they had sold return to them, so it turns out that they cannot remain needy.

For the Lord will bless you. Rather, "the Lord will bless you" refers back to the previous statement, which says: "There should be no needy among you," meaning neither a borrower nor a lender. The borrower, as I have explained, and the lender: even though he remits his loans, for the Lord will bless you and you will not lose anything by it.
