The parallel account in Divrei HaYamim II 34 sheds light on this episode. Divrei HaYamim II 33:14 states that “Matza Chilkiyahu HaKohein Et Seifer Torat Hashem BeYad Moshe,” “Chilkiyah the Kohen found the book of the Torah of Hashem in the hand of Moshe.” The Abarbanel, Metzudat David, Malbim, and Da’at Mikra all explain that the Sefer Torah that was discovered was the original Sefer Torah that Moshe Rabbeinu commissioned at the end of his life (Devarim 31:25-26) that was stored on the side of the Aron.
