13. Israel are called kings, and the ministering angels are kings. Israel—as it is said: "By Me kings reign" (Proverbs 8:15); and the ministering angels are called kings, as it is said: "The kings of hosts flee, they flee" (Psalms 68:13)—and you do not know which of the two is the more honored. When Scripture says: "And you shall be to Me a kingdom of priests" (Exodus 19:6)—you, Israel, are more honored before Me than the ministering angels.
