וַיָּעַר֩ אֱלֹהֵ֨י יִשְׂרָאֵ֜ל אֶת־ר֣וּחַ ׀ פּ֣וּל מֶֽלֶךְ־אַשּׁ֗וּר וְאֶת־ר֙וּחַ֙ תִּלְּגַ֤ת פִּלְנֶ֙סֶר֙ מֶ֣לֶךְ אַשּׁ֔וּר וַיַּגְלֵם֙ לָראוּבֵנִ֣י וְלַגָּדִ֔י וְלַחֲצִ֖י שֵׁ֣בֶט מְנַשֶּׁ֑ה וַ֠יְבִיאֵם לַחְלַ֨ח וְחָב֤וֹר וְהָרָא֙ וּנְהַ֣ר גּוֹזָ֔ן עַ֖ד הַיּ֥וֹם הַזֶּֽה׃ (פ)

И возродил Бог Израиля дух Пул, царя Ассирийского, и дух Тиллегата-Пильнезер, царя Ассирийского, и он унес их, даже Рувимян и Гадитов, и полукольцо Манассии, и принес до Халаха, Хавора и Хары и до реки Гозан до сего дня.

Mishneh Torah, Prayer and the Priestly Blessing

The foregoing statement applies to the Fast of the Day of Atonement in ordinary years but on that fast-day in the Jubilee year, nine blessings are recited in the additional service as in the additional service of the New Year. The same blessings are recited, neither more nor less, and are only recited when the law of the Jubilee is in force.
