Тегилим 103:4 Галаха: Abudarham

הַגּוֹאֵ֣ל מִשַּׁ֣חַת חַיָּ֑יְכִי הַֽ֝מְעַטְּרֵ֗כִי חֶ֣סֶד וְרַחֲמִֽים׃

Кто спасает жизнь Твою из ямы; Который окружает тебя любовью и нежностью;

Abudarham

And the Gemara adds further that when he puts his cloak on his head, he recites the blessing, "Who crowns Israel with splendor." This is based on, Who crowns you with kindness and mercy (Psalms 103:4); and on, Israel in whom I glory (Isaiah 49:3). And the reason for this blessing is that they would wrap turbans on their heads so that they would not walk about with bare heads. And its saying Israel here is because the divine presence dwells over them. And they are accustomed to say it in all the lands of Ishmael [the Arab countries], because they place a turban on their heads. But they are not accustomed to saying it in these lands, since they do not put on turbans. However they are accustomed to saying another blessing, which is not mentioned in the Talmud, and it is, "Blessed are You, Lord our God, King of the universe, who raises the lowly." And the explanation is like we explained about the blessing, "Who straightens the bent." And there are some places where they recite the blessing, "Who gives strength to the tired," and I will explain the reason in, "and He grants him good kindnesses."
