Pharaoh and his whole nation thought that the whole world was guided by the seven planets in heaven. The Holy One had no power in the world, heaven forbid. When Pharaoh saw seven ears, Pharaoh thought that the number seven alludes to the seven planets that will cause hunger and satiety. Therefore, Joseph first said, the Holy One will respond.
