A song of ascents of David – This psalm is speaking the praise of Jerusalem. It describes the nation in its totality as one body made up of different individual limbs and Jerusalem as “a city that was joined together within itself…” (Psalms 122:3) The individual limbs join together to become a whole body which can contain the spirit of life, an intellect and a Godly soul. The House of God is located within her and it is the vessel which prepares the whole body to receive the Divine Presence and the Godly soul. The city itself is like the heart and brain within the body, which prepare it to receive the vital force and the intellect. In light of this it says “I rejoiced when they said to me, ‘Let us go to the house of the Lord,’” because there God dwells and He makes the Divine Presence and Godliness to come to rest in holiness.

The Lord is the builder of Jerusalem – This song and the praises which it speaks are over the fact that the Lord Himself builds Jerusalem. That with His particular providence He is occupied with its building, that it should be “…the city of God, the holy place of the dwellings of the Most High…” (Psalms 46:5) And that He Himself will bring the scattered of Israel back into it, those driven to the four corners of the earth. (Or it is speaking about the ingathering of the tribes and their joining to one another in it, as it is written “The built-up Jerusalem is like a city that was joined together within itself,” (Psalms 122:3) as I explained there):

and a person did not say to his fellow, "The place is too cramped that I should lodge in Jerusalem": When they went up to Jerusalem, he would not say, "The place is too crowded for me; make room for me to settle.” And this is what David, peace be upon him, stated, (Psalms 122:3), "Jerusalem that is built up, a city constructed together for it" - he wanted to say that when they built it, they measured it so that all of Israel could be contained in it. And the explanation of "for it" is for its sake; as [it was] for the sake of the congregation of Israel that would gather together that it was constructed.
