Sefer HaMiddot
14. When there is peace in a country's government, the Jews give birth to master teachers (t.n. The commentators do not provide any citations, so I suggest a verse from Psalms 119:46 'and I will speak in your Torah in front of Kings without embarrassment' the Talmud in Tractate Brachos 4a says that in the merit of this, King David merited to a son who was a master instructor (see Rashi there) to the extent that he was able to embarrass the leading sage that had been embarrassing King David. Speaking in front of kings connotes that there is peace with them (also the words 'without embarrassment' the letters can be arranged to spell out 'comes peace')-- and from this, the verse continues speaking of the son who was a master instructor).
