וַיְהִ֡י כִּקְרֹא֩ מֶֽלֶךְ־יִשְׂרָאֵ֨ל אֶת־הַסֵּ֜פֶר וַיִּקְרַ֣ע בְּגָדָ֗יו וַיֹּ֙אמֶר֙ הַאֱלֹהִ֥ים אָ֙נִי֙ לְהָמִ֣ית וּֽלְהַחֲי֔וֹת כִּֽי־זֶה֙ שֹׁלֵ֣חַ אֵלַ֔י לֶאֱסֹ֥ף אִ֖ישׁ מִצָּֽרַעְתּ֑וֹ כִּ֤י אַךְ־דְּעֽוּ־נָא֙ וּרְא֔וּ כִּֽי־מִתְאַנֶּ֥ה ה֖וּא לִֽי׃
Nang mabasa ng hari ng Israel ang sulat, pinunit niya ang kanyang mga kasuotan at sinabi, “Diyos ba ako, na makapapatay at makapagbibigay-buhay, kaya ipinadala sa akin ng taong ito ang isang lalaki upang pagalingin ko siya mula sa kanyang ketong? Pag-isipan nga ninyo at tingnan na naghahanap lamang siya ng dahilan laban sa akin.”

AND HIM SHALL YE FEAR. You are to believe that it is He in Whose hand is the soul of every living thing,151Job 12:10. and it is in His power to kill and to make alive,152II Kings 5:7. visiting iniquity,153Exodus 20:5. and rewarding for meritorious deeds.
Rashi
והאלהים אנה לידו means, BUT GOD GOT IT READY FOR HIS HAND. It has the same meaning as this root has in, (Psalms 91:10) “No evil shall be got ready (תאנה) for thee”; (Proverbs 12:21) “There shall no evil be got ready (תאנה) for the just”; (2 Kings 5:7) “he gets himself ready (מתאנה) for me”, i. e. he gets himself ready to discover some occasion against me.
