“Even though the fig tree does not blossom” [3:17]. The prophet said: I want to console myself. I know well that the nations and Gog and Magog will have no long lasting joy. The vine will not give any fruit.13Radak, Habakkuk, 3:17.
Rashi
For a fig tree shall not blossom As the Targum renders. However, the phrase may be interpreted according to its simple meaning: From now on, none of Babylon’s deeds shall succeed.
