Tze'enah Ure'enah

“Hark, the outcry of my poor” [8:19]. He laments that Israel shouted out of fear of the nations who were distant. Israel thought, is there not someone in Zion who will help us? The Holy One responded: why should you rely on Me that I should protect you? You worshiped foreign gods; let them help you.

Rashi

Hark the voice...the cry of the daughter of My people I hear that eventually they will cry from a distant land, but why is all this necessary? Is not the Lord in Zion? If they return to Him, He will allow Himself to be found by them.
