and in the wall of the rampart - Heb. עֹפֶל, similar to (Isa. 32:14): “rampart and tower (עפֶל וָבַחַן) .” He built strongholds.

Behold, it is puffed up The soul of the wicked man is always wroth and full of desire, longing to swallow and never satisfied. עֻפְּלָה is an expression of insolence, as in (Num. 14:44) “And they acted insolently (וַיַעְפִּילוּ)”; and (Isa. 32:14) “Rampart (עֹפֶל) and tower.”
Rashi
And you, tower of the flock Heb. מִגְדַּל עֵדֶר. Jonathan renders: And you, anointed one of Israel, who is hidden because of the sins of the people of Zion. His explanation is: מִגְדַּל is an expression of a stronghold, and he renders עֵדֶר as the people of Israel. He renders עֹפֶל as an expression of אֹפֶל, darkness. [I.e., מִגְדַּל עֵדֶר is the stronghold of Israel, identified as the Messiah. He is hidden because of the sins of the people of Zion. The word “hidden” is derived from אֹפֶל, darkness.] But it is possible to interpret מִגְדַּל עֵדֶר as the Temple, and עֹפֶל as an expression of a mighty tower. Likewise there is (Isa. 32:14) “Rampart (עֹפֶל) and tower.”
Rashi
they erected its towers They shall erect their fortifications (var., their siege towers) upon Tyre. (Heb.) בַּחוּנָיו, an expression similar to (infra 32:14): “tower and bastion (בֹּחַן),” bajjpred in O.F., which they erect for a siege against walled cities.
Rashi
Behold, I have laid a foundation This is the past tense. Comp. (Esther 1:8) “For so had the king established (יִסַּד).” And so must it be interpreted: Behold, I am He Who has already laid [a stone in Zion. Already] a decree has been decreed before Me, and I have set up the King Messiah, who shall be in Zion as an אֶבֶן בּוֹחֵן, a fortress stone, an expression of a fortress and strength. Comp. (infra 32:14) “A tower and a fortress (וּבֹחֵן).” Comp. also (supra 23:13) “They erected its towers (בַּחוּנָיו).”

I have made you the strong one This was said to Jeremiah. I have made you the strong one in their midst, and you shall know and test their way, that he tested them and they will not heed. בחון is an expression of strength. Comp. (Isa. 32:14) “rampart and tower (בחן),” also (ibid. 23:13) “they erected its towers (בחוניו).”
Rashi
ויעפלו is an expression for “strength” (doing a thing by insolent force). Similar is, (Habakkuk 2:4) “Behold it is insolent (עפלה)”, engres in O. F., an expression for insolent force. Similar also is, (Micah 4:8), “stronghold (עפל) of the daughter of Zion”; (Jes. 32:14) “the forts (עפל) and towers”. The Midrash Tanchuma 4:4:19, however, explains it (ויעפלו) to be of the same meaning as אופל, darkness, i.e. they went in darkness — without permission.
