אִם־יִרְאֶ֥ה אִישׁ֙ בָּאֲנָשִׁ֣ים הָאֵ֔לֶּה הַדּ֥וֹר הָרָ֖ע הַזֶּ֑ה אֵ֚ת הָאָ֣רֶץ הַטּוֹבָ֔ה אֲשֶׁ֣ר נִשְׁבַּ֔עְתִּי לָתֵ֖ת לַאֲבֹתֵיכֶֽם׃
'Wahrlich, keiner dieser Männer, auch nicht diese böse Generation, wird das gute Land sehen, das ich geschworen habe, deinen Vätern zu geben.

This wicked generation. There were many people in that generation who said that Hashem was unable to do this, or that they did not want Hashem’s providence. And the righteous are punished along with the wicked, and when Hashem is angry He punishes even for light sins.
