מִן־הַמַּמְלָכוֹת֙ תִּהְיֶ֣ה שְׁפָלָ֔ה וְלֹֽא־תִתְנַשֵּׂ֥א ע֖וֹד עַל־הַגּוֹיִ֑ם וְהִ֨מְעַטְתִּ֔ים לְבִלְתִּ֖י רְד֥וֹת בַּגּוֹיִֽם׃
Es wird das niedrigste der Königreiche sein, und es wird sich nicht mehr über die Nationen erheben. und ich werde sie verringern, damit sie nicht mehr über die Nationen herrschen.
Rashi on Ezekiel
So that they shall not domineer over the nations [Heb. רְדוֹת,] an expression of ruling, like (Gen. 1:28): “and rule (וּרְדוּ) over the fish of the sea.”
