וַאֲנִ֞י לֹא־אַ֣צְתִּי ׀ מֵרֹעֶ֣ה אַחֲרֶ֗יךָ וְי֥וֹם אָנ֛וּשׁ לֹ֥א הִתְאַוֵּ֖יתִי אַתָּ֣ה יָדָ֑עְתָּ מוֹצָ֣א שְׂפָתַ֔י נֹ֥כַח פָּנֶ֖יךָ הָיָֽה׃

Ich habe mich nicht beeilt, ein Hirte nach dir zu sein. Ich habe mir auch den traurigen Tag nicht gewünscht; du weißt es; Was aus meinen Lippen kam, zeigte sich vor dir.

According to the Targum, אַצְתִּי is an expression of hampering. That is to say, I did not hesitate from telling them Your message and to return them to you if they would hearken to me.
