כִּ֤י אֶצָּק־מַ֙יִם֙ עַל־צָמֵ֔א וְנֹזְלִ֖ים עַל־יַבָּשָׁ֑ה אֶצֹּ֤ק רוּחִי֙ עַל־זַרְעֶ֔ךָ וּבִרְכָתִ֖י עַל־צֶאֱצָאֶֽיךָ׃
Denn wie ich Wasser auf dürren Boden gieße und Fließendes auf das Trockene, so gieße ich auch meinen Geist aus auf deine Kinder und meinen Segen auf deine Sprösslinge;

Ibn Ezra on Isaiah
For I will pour water, etc. As I pour water over the place that is thirsty, so will I pour out the spirit of my holiness, or of my salvation, etc. אֶצּׁק I will pour out. The Dagesh in צ compensates for the י which is omitted;2The root of אצק is יצק. comp. אצרך I shall form thee (Jer. 1:5)
