וְצֵלַ֡ע הָאֶ֜לֶף וְהַיְבוּסִ֨י הִ֤יא יְרֽוּשָׁלִַ֙ם֙ גִּבְעַ֣ת קִרְיַ֔ת עָרִ֥ים אַרְבַּֽע־עֶשְׂרֵ֖ה וְחַצְרֵיהֶ֑ן זֹ֛את נַֽחֲלַ֥ת בְּנֵֽי־בִנְיָמִ֖ן לְמִשְׁפְּחֹתָֽם׃ (פ)
Und Zela, Elef und Jebusi — das ist Jerusalem — Gibat, Kirjat; vierzehn Städte und ihre Flecken: das ist das Erbe der Söhne Benjamin nach ihren Geschlechtern.

Tzeilah, Eleph and Yevusi which is Yerushalayim. Each of these are individual cities. Similarly, Givas and Kiryas [are individual cities]. Thus five cities are mentioned in this verse.
