בִּגְזֵרַ֤ת עִירִין֙ פִּתְגָמָ֔א וּמֵאמַ֥ר קַדִּישִׁ֖ין שְׁאֵֽלְתָ֑א עַד־דִּבְרַ֡ת דִּ֣י יִנְדְּע֣וּן חַ֠יַּיָּא דִּֽי־שַׁלִּ֨יט עליא [עִלָּאָ֜ה] בְּמַלְכ֣וּת אנושא [אֲנָשָׁ֗א] וּלְמַן־דִּ֤י יִצְבֵּא֙ יִתְּנִנַּ֔הּ וּשְׁפַ֥ל אֲנָשִׁ֖ים יְקִ֥ים עליה [עֲלַֽהּ׃]
Durch den Beschluss der Engel ist dieser Ausspruch, und auf Befehl der Heiligen dieser Bescheid, auf dass die Lebendigen erkennen, dass der Höchste über das Reich der Menschen schaltet, und wem er auch gewillt, es verleihet, den Niedrigsten der Menschen darüber einsetzen mag.

Good and evil depend on these lips, life and death. Rousers derive from these lips, because when the lips murmur, they are all roused to pronounce judgment in every court of law. They are called watchers, as written, “This matter is by the decree of the watchers, and the sentence by the word of the holy ones” (Daniel 4:14).
