אֶרְאֶ֙נּוּ֙ וְלֹ֣א עַתָּ֔ה אֲשׁוּרֶ֖נּוּ וְלֹ֣א קָר֑וֹב דָּרַ֨ךְ כּוֹכָ֜ב מִֽיַּעֲקֹ֗ב וְקָ֥ם שֵׁ֙בֶט֙ מִיִּשְׂרָאֵ֔ל וּמָחַץ֙ פַּאֲתֵ֣י מוֹאָ֔ב וְקַרְקַ֖ר כָּל־בְּנֵי־שֵֽׁת׃
Ich sehe ihn, doch nicht jetzt, ich schaue ihn, doch nicht nahe; es tritt hervor ein Stern aus Jakob und ersteht ein Stab aus Israel, er durchbohrt alle Seiten Moabs und zerschmettert alle Söhne Sets.

In the book of Aggadah of Rav Yeva Saba he said, if they are deserving, it is metzach (forehead), Atika’s forehead, that is, the forehead of will. If they are not deserving, the letters are transmuted to machatz (smite) as said, “and shall smite the corners of Moab” (Bemidbar 24:17), that is, it metes out punishment to the wicked, as said above.
