Targum zu Bereschit 19:22

מַהֵר֙ הִמָּלֵ֣ט שָׁ֔מָּה כִּ֣י לֹ֤א אוּכַל֙ לַעֲשׂ֣וֹת דָּבָ֔ר עַד־בֹּאֲךָ֖ שָׁ֑מָּה עַל־כֵּ֛ן קָרָ֥א שֵׁם־הָעִ֖יר צֽוֹעַר׃

Eile, rette dich dorthin! denn ich kann nichts tun, bis du dorthin gekommen. Darum nannte man die Stadt Zoar.

Hasten and flee thither: for I cannot do any thing till thou have entered there. Therefore he called the name of the city Zoar.
