Commentary for Deuteronomy 4:17

תַּבְנִ֕ית כָּל־בְּהֵמָ֖ה אֲשֶׁ֣ר בָּאָ֑רֶץ תַּבְנִית֙ כָּל־צִפּ֣וֹר כָּנָ֔ף אֲשֶׁ֥ר תָּע֖וּף בַּשָּׁמָֽיִם׃

the likeness of any beast that is on the earth, the likeness of any winged fowl that flieth in the heaven,

Chizkuni

אשר תעוף בשמים, ”which flies in the heavens.” There are many places in the Bible where the atmosphere is simply referred to as שמים, “heaven.” The author refers the reader to his commentary on Genesis 1,20, where he dealt with this topic.
