Commentary for Deuteronomy 28:44
ה֣וּא יַלְוְךָ֔ וְאַתָּ֖ה לֹ֣א תַלְוֶ֑נּוּ ה֚וּא יִהְיֶ֣ה לְרֹ֔אשׁ וְאַתָּ֖ה תִּֽהְיֶ֥ה לְזָנָֽב׃
He shall lend to thee, and thou shalt not lend to him; he shall be the head, and thou shalt be the tail.
Chizkuni
הוא יהיה לראש, “he shall become the head;” this is based on Proverbs 22,7, עבד לוה לאיש מלוה, “the borrower is a slave to the lender.”
