Commentary for Ezekiel 23:46

כִּ֛י כֹּ֥ה אָמַ֖ר אֲדֹנָ֣י יְהוִ֑ה הַעֲלֵ֤ה עֲלֵיהֶם֙ קָהָ֔ל וְנָתֹ֥ן אֶתְהֶ֖ן לְזַעֲוָ֥ה וְלָבַֽז׃

For thus saith the Lord GOD: An assembly shall be brought up against them, and they shall be made a horror and a spoil.

Let...be brought up...and let them be submitted All these are expressions of doing and of a continuous action.
