הִנְנִ֨י אֵלַ֜יִךְ יֹשֶׁ֧בֶת הָעֵ֛מֶק צ֥וּר הַמִּישֹׁ֖ר נְאֻם־יְהוָ֑ה הָאֹֽמְרִים֙ מִֽי־יֵחַ֣ת עָלֵ֔ינוּ וּמִ֥י יָב֖וֹא בִּמְעוֹנוֹתֵֽינוּ׃

Behold, I am against thee, O inhabitant of the valley, And rock of the plain, saith the LORD; Ye that say: ‘Who shall come down against us? Or who shall enter into our habitations?’

O dweller of the valley Jerusalem is in the midst of a valley. Another explanation. That the Holy One, blessed be He, devised a deep plot against you to destroy you.
