בֵּ֣ית דָּוִ֗ד כֹּ֚ה אָמַ֣ר יְהוָ֔ה דִּ֤ינוּ לַבֹּ֙קֶר֙ מִשְׁפָּ֔ט וְהַצִּ֥ילוּ גָז֖וּל מִיַּ֣ד עוֹשֵׁ֑ק פֶּן־תֵּצֵ֨א כָאֵ֜שׁ חֲמָתִ֗י וּבָעֲרָה֙ וְאֵ֣ין מְכַבֶּ֔ה מִפְּנֵ֖י רֹ֥עַ מעלליהם [מַעַלְלֵיכֶֽם׃]

O house of David, thus saith the LORD: Execute justice in the morning, And deliver the spoiled out of the hand of the oppressor, Lest My fury go forth like fire, And burn that none can quench it, Because of the evil of your doings.

from the hand of the robber Its accent is below for it is not a noun but a noun denoting the robber who robs others.

Malbim on Jeremiah

It means to say, "when it is yet still morning." Meaning, before the trouble and darkness, judge the law, as it says "Zion will be redeemed through justice (Isaiah 1:27)" for the destruction of Jerusalem was caused by theft, corruption and lack of civil law (As it writes, " And now murderers... your princes have become rebellious (Isaiah 1:21, 1:23) Lest My rage burn forth like a Fire: You will have no refuge(es)
