Commentary for Habakkuk 1:14

וַתַּעֲשֶׂ֥ה אָדָ֖ם כִּדְגֵ֣י הַיָּ֑ם כְּרֶ֖מֶשׂ לֹא־מֹשֵׁ֥ל בּֽוֹ׃

And makest men as the fishes of the sea, As the creeping things, that have no ruler over them?

And You have made man before this wicked man - free as the fish of the sea, which anyone who wishes may catch.
