Commentary for Hosea 11:9

לֹ֤א אֶֽעֱשֶׂה֙ חֲר֣וֹן אַפִּ֔י לֹ֥א אָשׁ֖וּב לְשַׁחֵ֣ת אֶפְרָ֑יִם כִּ֣י אֵ֤ל אָֽנֹכִי֙ וְלֹא־אִ֔ישׁ בְּקִרְבְּךָ֣ קָד֔וֹשׁ וְלֹ֥א אָב֖וֹא בְּעִֽיר׃

I will not execute the fierceness of Mine anger, I will not return to destroy Ephraim; For I am God, and not man, The Holy One in the midst of thee; And I will not come in fury.

I will not return from My good word, which I said. (Lev. 26:44) “I have not rejected them nor have I abhorred them,” to destroy Ephraim.

Rashi on Hosea

I will not enter a city I.e., another city. I have already promised to cause My Shechinah to rest in your midst in Jerusalem, and I will never again cause it to rest on another city. Others explain it as an expression of hatred. Comp. (I Sam. 28:16) “And has become your adversary (וַיְהִי עָרֶךָ).”
