Commentary for Hosea 7:16

יָשׁ֣וּבוּ ׀ לֹ֣א עָ֗ל הָיוּ֙ כְּקֶ֣שֶׁת רְמִיָּ֔ה יִפְּל֥וּ בַחֶ֛רֶב שָׂרֵיהֶ֖ם מִזַּ֣עַם לְשׁוֹנָ֑ם ז֥וֹ לַעְגָּ֖ם בְּאֶ֥רֶץ מִצְרָֽיִם׃

They return, but not upwards; They are become like a deceitful bow; Their princes shall fall by the sword for the rage of their tongue; This shall be their derision in the land of Egypt.

They will return, but to no avail Heb. עָל. They returned to Egypt, but it did not avail them. Therefore, עָל is vowelized with a “kamatz.” Comp. (II Sam. 23:1) “The word of the man raised up high (עָל),” which is an expression of raising up and is not attached to the following word.
