וְהִלְבַּשְׁתִּ֣יו כֻּתָּנְתֶּ֗ךָ וְאַבְנֵֽטְךָ֙ אֲחַזְּקֶ֔נּוּ וּמֶֽמְשֶׁלְתְּךָ֖ אֶתֵּ֣ן בְּיָד֑וֹ וְהָיָ֥ה לְאָ֛ב לְיוֹשֵׁ֥ב יְרוּשָׁלִַ֖ם וּלְבֵ֥ית יְהוּדָֽה׃

And I will clothe him with thy robe, and bind him with thy girdle, and I will commit thy government into his hand; and he shall be a father to the inhabitants of Jerusalem, and to the house of Judah.

Ibn Ezra on Isaiah

Thy robe and thy girdle. Every officer has a certain robe and girdle, as e.g., the wise men of Athens wore a certain distinctive girdle.
