אַיֵּ֤ה מֶֽלֶךְ־חֲמָת֙ וּמֶ֣לֶךְ אַרְפָּ֔ד וּמֶ֖לֶךְ לָעִ֣יר סְפַרְוָ֑יִם הֵנַ֖ע וְעִוָּֽה׃
Where is the king of Hamath, and the king of Arpad, and the king of the city of Sepharvaim, of Hena, and Ivvah?’
Rashi on Isaiah
He exiled [them] and twisted [them] (וְעִוָּה הֵנַע) The king of Assyria exiled him and twisted him; he destroyed them and exiled them from their place.
