כִּֽי־נִחַ֨ם יְהוָ֜ה צִיּ֗וֹן נִחַם֙ כָּל־חָרְבֹתֶ֔יהָ וַיָּ֤שֶׂם מִדְבָּרָהּ֙ כְּעֵ֔דֶן וְעַרְבָתָ֖הּ כְּגַן־יְהוָ֑ה שָׂשׂ֤וֹן וְשִׂמְחָה֙ יִמָּ֣צֵא בָ֔הּ תּוֹדָ֖ה וְק֥וֹל זִמְרָֽה׃ (ס)
For the LORD hath comforted Zion; He hath comforted all her waste places, And hath made her wilderness like Eden, And her desert like the garden of the LORD; Joy and gladness shall be found therein, Thanksgiving, and the voice of melody.
Rashi on Isaiah
and its wasteland Heb. וְעַרְבָתָהּ. This too is an expression of a desert. Comp. (Jer. 2:6) “In a wasteland (עֲרָבָה) and a land of pits,” but the wasteland once had a settlement and it was destroyed.

Ibn Ezra on Isaiah
The Lord shall comfort Zion, etc. Thus the connection of this verse with the preceding one is explained. He hath comforted all her waste places, by the multitude of her children, of her inhabitants.
