Commentary for Isaiah 13:3
אֲנִ֥י צִוֵּ֖יתִי לִמְקֻדָּשָׁ֑י גַּ֣ם קָרָ֤אתִי גִבּוֹרַי֙ לְאַפִּ֔י עַלִּיזֵ֖י גַּאֲוָתִֽי׃
I have commanded My consecrated ones, Yea, I have called My mighty ones for mine anger, Even My proudly exulting ones.

I commanded My appointed ones that they come and commence to incite them, and they are Persia and Media, the men of Cyrus and Darius, whom I appointed for this.
