כֹּֽה־אָמַ֞ר אֲדֹנָ֣י יְהוִ֗ה הִנֵּ֨ה אֶשָּׂ֤א אֶל־גּוֹיִם֙ יָדִ֔י וְאֶל־עַמִּ֖ים אָרִ֣ים נִסִּ֑י וְהֵבִ֤יאוּ בָנַ֙יִךְ֙ בְּחֹ֔צֶן וּבְנֹתַ֖יִךְ עַל־כָּתֵ֥ף תִּנָּשֶֽׂאנָה׃
Thus saith the Lord GOD: Behold, I will lift up My hand to the nations, And set up Mine ensign to the peoples, And they shall bring thy sons in their bosom, And thy daughters shall be carried upon their shoulders.

Behold, I will lift up My hand, etc. As a man lifts up his hand, that he may be seen. This phrase as well as that which follows: And set up my standard, are the same as I shall make known this my salvation.

Rashi on Isaiah
a standard Perka in O.F., [perche in modern French,] a pole. Comp. (supra 30:17) “And like a flagpole (וְכַנֵּס) on a hill.” It is a signal for gathering, and they place a cloth [a flag] on the end of it.
