וַתְּהִ֣י לַדַּ֣ל תִּקְוָ֑ה וְ֝עֹלָ֗תָה קָ֣פְצָה פִּֽיהָ׃
So the poor hath hope, And iniquity stoppeth her mouth.

and libel Heb. ועלתה. The libel (עלילה) and the wickedness, as (Ps. 64:7), “They search for false charges,” equivalent to עלילות, libels.
