וְלֹא־הוֹרִ֣ישׁ מְנַשֶּׁ֗ה אֶת־בֵּית־שְׁאָ֣ן וְאֶת־בְּנוֹתֶיהָ֮ וְאֶת־תַּעְנַ֣ךְ וְאֶת־בְּנֹתֶיהָ֒ וְאֶת־ישב [יֹשְׁבֵ֨י] ד֜וֹר וְאֶת־בְּנוֹתֶ֗יהָ וְאֶת־יוֹשְׁבֵ֤י יִבְלְעָם֙ וְאֶת־בְּנֹתֶ֔יהָ וְאֶת־יוֹשְׁבֵ֥י מְגִדּ֖וֹ וְאֶת־בְּנוֹתֶ֑יהָ וַיּ֙וֹאֶל֙ הַֽכְּנַעֲנִ֔י לָשֶׁ֖בֶת בָּאָ֥רֶץ הַזֹּֽאת׃

And Manasseh did not drive out the inhabitants of Beth-shean and its towns, nor of Taanach and its towns, nor the inhabitants of Dor and its towns, nor the inhabitants of Ibleam and its towns, nor the inhabitants of Megiddo and its towns; but the Canaanites were resolved to dwell in that land.

Rashi on Judges

Menashe did not oust. Scripture censures them, as they began betraying the Holy One, blessed is He, Who commanded them: "Oust all those dwelling in the land, etc."37Bemidbar, 33:52.
