Commentary for Judges 2:18

וְכִֽי־הֵקִ֨ים יְהוָ֥ה ׀ לָהֶם֮ שֹֽׁפְטִים֒ וְהָיָ֤ה יְהוָה֙ עִם־הַשֹּׁפֵ֔ט וְהֽוֹשִׁיעָם֙ מִיַּ֣ד אֹֽיְבֵיהֶ֔ם כֹּ֖ל יְמֵ֣י הַשּׁוֹפֵ֑ט כִּֽי־יִנָּחֵ֤ם יְהוָה֙ מִנַּֽאֲקָתָ֔ם מִפְּנֵ֥י לֹחֲצֵיהֶ֖ם וְדֹחֲקֵיהֶֽם׃

And when the LORD raised them up judges, then the LORD was with the judge, and saved them out of the hand of their enemies all the days of the judge; for it repented the LORD because of their groaning by reason of them that oppressed them and crushed them.

When He would establish—This describes an ongoing process—'When He would establish judges for them, and Adonoy would visit with the judge, etc.'

Rashi on Judges

For He would recant. He would recant, concerning them, from the destruction.14Which He had intended to rain upon them. Accordingly, יְנַחֵם is not understood as ‘would find comfort,’ but as ‘would recant.’ See Rashi to Bereishis, 6:6, second interpretation. This is Yonasan's rendition.
