Commentary for Nehemiah 11:2

וַֽיְבָרֲכ֖וּ הָעָ֑ם לְכֹל֙ הָֽאֲנָשִׁ֔ים הַמִּֽתְנַדְּבִ֔ים לָשֶׁ֖בֶת בִּירוּשָׁלִָֽם׃ (פ)

And the people blessed all the men that willingly offered themselves to dwell in Jerusalem.

who volunteered whose spirit inspired them to volunteer to dwell in Jerusalem to guard the city from enemies.
