Commentary for Numbers 29:16

וּשְׂעִיר־עִזִּ֥ים אֶחָ֖ד חַטָּ֑את מִלְּבַד֙ עֹלַ֣ת הַתָּמִ֔יד מִנְחָתָ֖הּ וְנִסְכָּֽהּ׃ (ס)

and one he-goat for a sin-offering beside the continual burnt-offering, the meal-offering thereof, and the drink-offering thereof.

ונסכה, “and its drink offering.” This refers to the libations of wine and meal offerings belonging to the special offerings for the festival.
